What is the point of a new graphics card if your system can't handle it? Graphics cards do bottleneck most systems these days. I have learned in the past. It depends on the CPU. There are also several PC bottleneck calculators online. PC Builds https://pc-builds.com/bottleneck-calculator/ is one of them and they keep a current hardware list. The lower the resolution, the higher the bottleneck if the the CPU and GPU are years/generations apart. At 1080P, the CPU will take the brunt. At 1440P the CPU will take less of a brunt. At 2160P, the GPU will handle most of the demands and the CPU will do very little heavy lifting. If you are gaming at 4K and are less than 5-7% bottleneck, you should be fine.
