My Steam Account Says:

This affects Steam purchases using PayPal in currencies other than EUR, CAD, GBP, JPY, AUD and USD.

Therefore this has no effect on majority of their customer base, just the smaller markets, likely they were not getting a favourable exchange rate from smaller currencies, or the amount of people using PayPal in smaller market is way too low a market share. I ive in New Zealand they are no longer taking PayPal from us but to be honest PayPal is not commonly used here

I run a small business and I have never had a PayPal request, but we have other services similar only offered in New Zealand, so likely not enough demand for it. I haven't used PayPal for over 15 years now
