Try checking that you haven't reassigned "Select Time Compression" in the Control settings to something other than "R". If it is still assigned to "R" make sure that after you press "R" you don't press any other key prior to changing the rate. Can't think of anything else.

There is no connection between FSX.cfg and any controller you might have.

EDIT: After I posted I realized that I was only thinking of the control settings. Not whether a control was active or not. In fSX.cfg controls section there is a Joystick=Off value when disabled but that is put there automatically and overwritten from within FSX. I don't know how to keep this permanently OFF. And even if it were I don't know that FSUIPC could override this.

Just saw your post. I know what's causing the problem but don't know the correct way to fix it. If you restore the "terrain.cfg" file in the main FSX folder to the original, the problem will disappear. If you then run FTX central it will add entries to it automatically, and the problem will be back. I haven't looked into finding the correct solution.
