How to force OFF controllers from fsx.cfg

Topic says it all, is there a possible way to force Off the Controllers(Joysticks) with the config, as I am using FSUIPC

IIRC you can simply disable the controllers in FSX by unticking the controllers option under one of the menus (can't remember which one out of my head).

There is no connection between FSX.cfg and any controller you might have.

EDIT: After I posted I realized that I was only thinking of the control settings.  Not whether a control was active or not.  In fSX.cfg controls section there is a Joystick=Off value when disabled but that is put there automatically and overwritten from within FSX.  I don't know how to keep this permanently OFF.  And even if it were I don't know that FSUIPC could override this.
