    This is simple. It's AG land. That's how to clear tundra to make it usable to plant something. The whole area is like that.

    Easy place to do touch and goes and stay on the runway is Lake Hood in Anchorage. http://dot.alaska.gov/anc/business/generalAviation/LHD_Diagram_June2012.pdf Then In Fairbanks there's Chena Marina and the float pond at Fairbanks Int'l which are basically ditches. Can't miss.
