    You didn't mention if there is there a router (with enabled DHCP) in your network? If not, you need to set IP addresses for both PCs. If you could post your network connection details of both computers would help as well. Those are in Control Panel\Network and Internet\Network Connections, right click on the adapter,select status, then details. Both adapters must have the same IPV4 Subnet Mask.
