If you expect any holding at the destination then bump your final reserve value. How much? Depends, some places are known to require holds for sequencing more than others. As a minimum, you should have 45 min reserves for IFR.. if you go through that in a hold you can rest assured that ATC will pay attention when you declare "min fuel."
