Night textures are pixelly and "spider dots" appear on ground

Your System specs and Operating System would be helpful.

Nothing wrong at all. The spider dots are the unlit autogen commonly known as` bushes` and `trees`. Can't see any pixellation in your screenie. Perception relies on more than just system specs, there's also the HID (Human Interface Device). Perhaps you need to upgrade to Glasses 2.0? :( :(

I think what you are seeing there is a blend between two different types of landclass made more noticeable by the city landclass being lit. A screenshot at the exact same location during daylight and comparing it with the night one should either prove or disprove the theory.

What you are seeing is normal. I guess turning the texture res down would help to get rid of the effect but not sure. I see the spiders as well. You can also turn your slider for spiders down to minium or even none if needed. :(
