Yes the FS flight planner and yes an FR flight. And any bid civilian jetliner.

Full name here please Edward.There is a FS9 and FSX forum here in AVSIM where you can get advise on how to use the simulation.A local IFR flight in real world would be a request to clearance delivery for a local IFR flight and there would be no flight plan per se, just vectors and clearance limits. In the sim world you could do it just about any way you wanted to.
