August 3, 201114 yr Why should it cost anything? It doesn't cost them anything to send out a signal... The transmission of the ILS-signal may be a negligible cost factor, but you also have to consider that the correct functioning of the ILS has to be checked regularly. E.g. in Zurich, Switzerland, the ILS for all runways is checked at least twice a year by means of calibration flights. Those flights are performed by a specialised company from Germany.
