When switching veiws from in the cockpit to outside the 737 and the 747-8 expansion pack always show a lil skelton and slugish to show is that basically telling me i need to upgrade to vista 64 if there is one or windows 7 64 bit. here is my specs on my computer to make sure they will work: processor amd phenom x4 9750 quad core processor, ram 8 gb ddr 2, video ati radeon hd 4650 1024mb hard drive 1 tb

So, you mean to tell us you've been using a 32 bit operating system while having 8 gigs of memory installed? You do realize that you were wasting 4.5 gigs of memory, right?

The delay when changing views is normal on lower end CPUs and GPUs - the textures are very high resolution and they can take a second to load in.

I think a GPU upgrade would do you well. I don't really know much about the AMD cpu lineup but I believe that intel is the better option for FSX. They are more efficient with their 32nm technology.
