Yes, but you don't need the payware version, everything you need to run the PMDG NGX is with it, so long as you have FSX with SP2 or Acceleration installed, you are good to go. The payware version of FSUIPC is of course worth having anyway if you are an avid flight simmer, since it does allow you to improve a lot of aspects of FS which the freebie version does not, but it is not essential, and you almost certainly do already have the freebie version of it if you have installed any add-ons. Here are the exact minimum requirements for the PMDG NGX: Windows XP/Windows Vista/Windows 7, FSX with SP2 or Acceleration, Intel/AMD Dual Core processor or better. 2Gb of RAM or more, Direct X 9 compatible graphics with 512Mb of video memory or more. You'll do better with fancier stuff, but it will run okay on something with those specs. Al

depends if you need to smooth out the wind shifts than u need it, depending on what weather engine you are using of course.
