"You don't have permission to open this page" file won't download!

First that is not a valid link you are using.Try this: http://library.avsim.net/search.php?SearchTerm=pa321_livery_aca.zipDownload:pa321_livery_aca.zipis working perfectly fine.If you continue to have problems:1. Completely clear your browser's cache.2. If you are using IE9 be aware that it can be problematic, try Firefox or GoogleChrome (they are far better browsers).3. Its possible some security software on your PC is blocking download access to AVSIM. Check the settings on any Internet security software you may have.
