Voice wave file are normalized for volume but still may be subject to inflection when recorded. A few might escape. This is a batch automated process according to level and tone (for radioizing) adjustments that are set.Controller voices, chatter voices, etc., are also 'radioized'. Pilots are not.Recorded phrases have to be cleaned up some manually. If you look at the number of voices available totaling first pilots and then controllers plus chatter voices and then open up a winwood folder of each type to get the number of wavs for each type, then multiply the wav counts by the voice selection count you come up with a very high number of phrases to process. Some which might need individual attention escape.
