I really don't know what's wrong with your system, but I just watched the video and I couldn't see anything weird.You gotta start looking for hardware defects I think. Or do a reinstall to see if it fixes itself, whatever it is.

AMD 7800X3D, 64GB 6000MHz CL30, INNO3D RTX 4080, Windows 11.

Yes, i don't know what was the reason, i did complete windows 7 reinstallation and now is ok
