That's the Pearl Harbor Control tower on Ford Island.

A friend of mine from high school is the curator of the aircraft museum (Pacific Aviation Museum) there on Ford Island. He's also the expert on Japanese midget subs used during the Pearl Harbor attack.

In a control tower? Perhaps, if the tower is cargo inside a 747.

Perhaps it is an elaborate gondola suspended beneath an enormous balloon.
