Well,if you had clicked on his link for "My Simulator" you would have seen that he's using rex!

 

Yep just noticed that after i posted it

 

The one task that REX (and REXE) does very well and very fluently is textures. It does not have, and has never had, a weather engine that worked any better then the FSX default.
