on a flight from KBFI to PANC from the menu I set the local time at 09:00 which is GMT 16:00, but the clock on the ND shows the GMT time. How can I set it the local time?

I would assume you can't as GMT is normaly used in aviation.

Set your watch to local time and leave the MD-11's clock alone. Or you could try searching the MD-11 Systems Manual.
