Problem solved. The HIFI team figured it out for me.. turns out that I had selected the "Create Stations along route" / aka Virtual Stations, and when i unchecked that box in the weather options, it gave me the Flight Watch service.

That seems a little odd. I do notice that in SP2 you get reports from the virtual stations rather than the closest actual station.
