I am on top of clowds and it still raining

Hi Mike,

 

This is an issue with no "fix" at this time. You are still within the boundaries of the cloud layer even though you are visually above the cloud sprites at that moment. FSX can't tell the difference, and thus renders rain since you are "in cloud" as far as it is concerned.

 

We are working on techniques to try and minimize this moving forward.
