You can legitimately download Photoshop CS2 free from this Adobe site which also provides the serial number. It runs fine on my Win7.

It isn't meant to be a free download for everyone, just those who have already bought CS2.

Here is a bit of input on Adobe CS series software.

I have owned nearly every version of CS since CS1. I have purchased the Master Collection of CS4, CS5, and now use CS6 Master Colleciion. After nearly ten thousand dollars going toward Adobe software I had an issue where my hard drive failed. I could not un-register the software on that drve and it took nearly 11 hours of phone calls before they would un-register it for me. Adobe is the tightest software company I've ever worked with and they don't give much away for free.

 

That being said; you can now get the CS6 Master Collection for $49 a month, continually updated with the latest software, and it's been solid as a rock. By my estimates, they are making tens of millions more offering the subscription as a lot more people that couldn't afford the purchase price are now subscribers. And lets face it, they are the world leaders in what they offer.

There are no restrictions stated on the website nor in the EULA. In fact the section in the EULA granting the licence states:

 

2. Software License.If you obtained the Software from Adobe or one of its authorized licensees and as long as you comply with the terms of this agreement, Adobe grants you a non-exclusive license to use the Software in the manner and for the purposes described in the Documentation, as further set forth below. See Section 14 for specific provisions related to certain components.

 

I obtained it and it's serial number from Adobe it's legitimate. What Adobe may, or may not, have said in elsewhere is irrelevant.

I would not be surprised if after a trial period, you start getting deactivation imminent if you don't subscribe nags.
