Even though I am dialing in a decision height of 213 ft, the FO thinks its 100 ft and thats when he is calling it out during landing. Also, does the difference between BARO and RADIO matter, in my case RADIO was set but BARO was set at 200 as well, so neither of those numbers were 100, not sure why FO thought it was.

You need to select the Decision Height on the Brief Page.

 

Also make sure the arrival runway is programmed into your FMC.
