I see no difference between nVidia Inspector High Quality VS High Performance with 8sQ SS AA performance or quality wise. What's up with that?

The differences are subtle - High Quality disables some of the filtering optimizations the driver does in the other modes. (you can Google GPU and driver reviews that do clearly show the effect of this in screenshots - it trades image quality for performance) I believe it also sets the LOD bias to clamp automatically.
