When I start REX it goes through the normal procedures, but when the radar screen is supposed to come on, instead I get a screen with a message that REX is offline. It says to make it online, to press the ALT button then choose file. But there is no "file" menu anywhere in the REX application. Sohow do I tell REX to go online? BTW I AM online, because my browser, mail etc all work normally.

inside FSX, when you press the ALT key, the menus should show up, have you checked the menu bar in FSX to see if there is anything mentioned on it pertaining to your REX?

Maybe your firewall was set to not allow REX to go online. Can you check if there's a rule in your firewall settings acting like that? Well, I guess the best way to receive support would be over at the REX forums then. Just sign up there, get verified and off online you go.
