Dual Land engaged but no Flare

Hello, I had an interesting event take place, I was on final 28L at KSFO, had the approach/land engaged and it said Dual Land however no flare?  I had flaps at 28 and about 165kts.  The GPWS alerted me and I disengaged autopilot, flaring manually but I've never had that happen to me before.  I did dial the flaps at the last minute instead of resetting them after setting 22 for take off.  Think this could be it?  my landing weight may have been a bit over too.  I also updated the Mag Dev to 2010 recently.  Let me know what you think

that's got to be it then thank you very much! It did indicate green on the tape that I could deploy flaps 50 but since I had my target speed I felt it wasn't nec.  So for auto flare need to have 35-50 flaps?

I am not 100% sure but would make sense as landing flaps are indicated as 35 or 50.  F28 is not indicated as a valid landing flap config.

You'll note that the FMC offers only FLAP 35 or 50 on the landing VREF page.  Anything else would be an abnormal condition.

 

Behave how the automation wants you to behave (you're going to have to do a bit of reading for that), or it's not going to behave as you expect it to behave.
