you have to execute PFPX with Administrator rights, otherwise you cannot write in a program folder

in the future install fsx on C:\FSX

Is PFPX installed on the same computer as FSX?

Are you selecting the pmdg export option in the export menu? I haven't had any trouble with this.

Bizarre permission conundrums can be avoided by simply setting the proper permissions on directories that would require Write and Modify access by other programs.

You could try it now: in Explorer, Right-Click on the FSX program directory (C:\Program Files (x86)\Microsoft Games\Microsoft Flight Simulator X) and choose Properties, select Security Tab, click on Edit, choose the "Users" group, check Modify and Write permissions. Allow the process to update sub-directories. Programs need not have Admin access to write to anything in those folders.

When FSX is installed outside of Program Files, the directories naturally acquire the permissions necessary for User access and most of the security issues for addons don't arise. Some programs still need to be run as admin because they try to access, or their effect causes attempted access, to a part of the registry available only to Admins, these cannot be fixed. I hope that helps but it may not in your case.
