Is there anyway to adjust the size of the 2D panel pop-ups? Specifically the left FMC and ECIAS. I know you can manually change by dragging, but is the a fixed method?

 

 

Yes, all the 2D pop ups can be resized.  Just click on lower corner of the pop up and re-size by dragging - like a normal window.

After dragging and resizing them manually you can save the flight situation (just use the default FSX save command). Reloading this situation hands back your adapted panel sizes and positions.

 

Pls. note that the EFIS/MCP/DSP window needs a tiny bit of resizing after loading to show up and function properly.
