Did you just arrive from somewhere where it was cold/snowy/rainy?  This is a known bug in FSX.  Sometimes when your origin has precip and/or is cold(snow would be on the ground), you will see this.

Yep, it's a known bug, nothing to worry about. 
If you take off now, you'll see it in flight at the same location. Very stupid :P
