It might be helpful during full IMC conditions (foggy with reduced visibility on the ground) to have all ligthings switched on (as in real life) but I don't know there is some FSX limitation that prevents it. To add to what you and Jim are talking about, if you're noticing this at addon airports, it could be due to the way the developers designed the airports. Some use custom taxi and runway lights while other use the default lights by cutting holes in their ground poly to allow the AFCAD generated lights to shine thru. If the developer is using custom lighting, then its possible that they aren't coded to turn on in low vis conditions and will only turn on at dusk, night, or dawn. Although if they are using the FSX lights with then they should work fine. Just to be sure, give an example of a 3rd party airport your using where you notice this and if I own the airport I will try it in low vis to see if it works on my system, that way you will know if its just yours isn't working correctly or if mine does the same, then it must just be the way the airport was designed. Yesterday it was quite foggy with very 150 mt RVR. The fog condition depiction ws perfect Opus)and you could barely see 100 mts ahead, but there were no taxiways signs on.
