Slow Internet connection affecting weather download?

I am using Active Sky Next with REX 4 textures.

 

Recently I have been having issues with the ASN real weather in that clouds below vanish above 10,000 feet and even though the live weather radar gauge shows clouds below with some precipitation I still see the clear ground below,even experiencing lightening flashes below with no clouds present.I have been on to Hi Fi Tech but I have not been able to solve the issue,below 10,000 the weather graphics are fine and accurate.

 

I am just wondering whether or not a slow internet connection could be causing this problem as recently I have had issues with my internet connection with other pc's and I Pad's in my house and it could be that I have a problem with my router.

 

I should be obliged if anyone might have experienced this problem or what else it could be.

A slow connection can certainly delay updates and I think it can cause inconsistent or incorrect weather depiction.

My computer: ABS Gladiator Gaming PC featuring an Intel 10700F CPU, EVGA CLC-240 AIO cooler (dead fans replaced with Noctua fans), Asus Tuf Gaming B460M Plus motherboard, 16GB DDR4-3000 RAM, 1 TB NVMe SSD, EVGA RTX3070 FTW3 video card, dead EVGA 750 watt power supply replaced with Antec 900 watt PSU.

I was just looking for some confirmation that this may be a contributing factor.
