I am using REX 4 for cloud textures, I have heard there is a lot more options out there for textures per cloud wise.

REX Essentials + Overdrive if you are a REX fan and would like more cloud sets. Also includes a built in weather engine.

 

Previous versions of Active Sky also come with textures.

Honestly, the HDE cloud set has stuck with me for years. I don't know why, they just feel right. They're free, just google HDE clouds. I prefer them over REX.
