I bet from the beginning they wouldn't dare to move assembly out of the Seattle area. Assuming of course they would get competitive tax breaks - and they did. The Peuget Sound region is closer to Japan from where major pieces will be coming and has good water access too. Also the pool of skilled labor in this area is very good too.
