I'm sure the real FSX.cfg experts will jump in here soon enough, but for the time being I would suggest the following changes:

• Don't set Texture_Max_Load to 4096, rather leave it at 1024 - the visual benefit of the HD textures might not be worth the extra load on your machine. You could also try if 2048 works.
• Reduce your traffic settings! Freeway traffic, boats and ferries and leisure boats at 100% is not necessary, it takes away performance, but at little actual use. I use about 20% for those. Also, since you use an AI traffic addon, I'd suggest to reduce those settings - I'd rather try about 30-50% for both airliners and GA.
• reduce the LOD to 4.5 (although I am not quite sure about its influence on FPS)

You may also play with some other settings via the normal FSX user intreface, but keep in mind that most sliders don't have to be maxed, and maxing out settings will always cost FPS! Finding the right settings for your FSX setup can be really painful and may take quite some time, but IMO it's worth to search for a good compromise between displayed details and performance.

 

Also, keep in mind that complex addons such as the PMDG NGX take away some FPS anyway, that's simply their nature, and it's due to the amount of extra modules that need to run (and to some extent the detailed model).

 

And one last note: I would recommend that you post your computer secifications (or better yet: put your computer specifications in your profile ->Edit my profile -> Tab "Profile Settings", section "My PC"), that way it might be easier to recommend concrete measures to increase your FPS.
