I recently had major issues with my PC, which resulted in me losing everything from it. Now it is back up and running and FSX has been re-installed, is there a way to re-download my previous PMGD purchases or do i have to pay for them again?

you will have to contact pmdg and put a ticket in, you should always keep your files in at least 2 locations, i use a 3 tb mechanical drive and also have a 1 tb drive with all my files backed up and put away in the closet,i don't know if you will have to pay for it again or not.

You can purchase an extended download service for a nominal fee, which is good for a year. Yes, you should certainly save your downloaded installers.
