ok

I removed the update but now everytime I try to run a program i get this error:

this message only disappear when i reinstall the update

Did you run Windows update? The KB2670838 Windows Update has since been fixed by subsequent updates. I would run Windows Update and see if it will install an update to fix your problem. SweetFX is very difficult to get working with DX10 Preview enabled. In fact, I thought I read in the DX10 forum or Steve's DX10 Fixer forum that it simply does not work in DX10 Mode -http://forum.avsim.net/topic/422109-sweetfx-fsx-and-dx10/ . If anyone has gotten it to work, then they are professional computer techs or they were lucky finding a proper setting. The next revision of the CTD Guide will remove this "fix" as I doubt it is applicable anymore. I would reinstall the update and look for another option to fix your error (like do not use DX10 Preview and SweetFX or use it only in DX9 mode).

I use the program Shade. The developer has an ENBSeries config in the Goodies folder but I have never tried it. Shade works great with DX10 though. It's payware though (about $10).
