March 30, 201511 yr Due to strict US regulations Amazon is now testing Drones in Canada. Reason being is in Canada they will give a you a restricted airspace for testing and certify the vehicle in as quick as 20 days, compared to up to 6 months for certifications in the USA with very few licences granted, also the technology will become obsolete before you can get certification from FAA. March 30, 201511 yr They will still need to get final US certification once testing is complete from the FAA. They can test anywhere they want. Maybe one of the reasons for testing in Canada is to use the technology there first once certified by Canadian authorities. March 31, 201511 yr Author Here is another test area in Canada called Canadian Centre for Unmanned Vehicle Systems. This one is located in southern Alberta and quite a large restricted airspace around mostly agriculture: http://www.ccuvs.com/foremost-centre/ Canada does have the worlds second largest land mass with low population density, so it is a perfect proving grounds. I do recall the USA used to test cruise missiles extensively in Canada back in the 1980's, this was part of the NORAD agreements as well, Canada was the perfect terrain for that program. I can understand the FAA's reluctance as they do have security in mind. These test area's in Canada are far more remote. I do think unmanned Crop Dusting may come before parcel deliveries as I am not sure how quick the FAA will approve UAV's in urban areas.....but Crop Dusting is more out of the way of population densities.
