i haveseen one or two  usually at airports that are usually non controlled and then suddenly have a big activity like a fire fighter tanker base or airshow

The Navy Outlying Field on Whidbey Island has one of these - I'm thinking they may have moved it to whatever end of the runway was being used for carrier landing practice...
