So... where can I locate a 27.7Ghz CPU?? (Yes, I know it's a typo LOL)

 

Can you imagine what you would need for cooling on a CPU running that fast??

I know you realize this is just a typo, but in answer to your question about the hypothetical cooling necessary to attain such a clockspeed:

 

Cooling is no longer the issue.  The limits of any silicon microprocessor are reached before 10GHz even with the lowest temperatures achievable in nature through the use of liquid helium. http://hothardware.com/news/amd-breaks-frequency-record-with-upcoming-fx-processor  http://education.jlab.org/qa/liquidnitrogen_02.html  Typically, "extreme overclockers", those seeking to set or break world records, use liquid nitrogen which is more abundant and still reaches extreme sub-zero temperatures.  

 

In other words, the limit is the chip itself.  We can cool chips down to as close to absolute-zero as possible with the use of liquid helium and still fall far short of 27.7GHz.  The answer requires a different substance, likely graphene.  http://wccftech.com/graphene-transistors-427-ghz/
