I know you realize this is just a typo, but in answer to your question about the hypothetical cooling necessary to attain such a clockspeed: Cooling is no longer the issue. In other words, the limit is the chip itself. We can cool chips down to as close to absolute-zero as possible with the use of liquid helium and still fall far short of 27.7GHz.
