My F/O turns on the fixed at 15,000 ft instead of 10,000.

Does anyone else have this issue?

That's because he's doing it above runway elevation.

 

Obviously if you're at an airport with a 7000 foot elevation, you won't be turning on your lights at 10K... you'd do it earlier.
