Rain/Snow effects doesn't show up on all airports

I'm using P3D v3, and it shows up when I'm using the default airport, I believe is Langley AFB in Virginia, but when I switch to one of my 3rd party add-on airport such as FSDT KIAH, the Rain/Snow effects aren't showing up on the runway. 

 

I was hoping that this add-on would work everywhere, not just the built-in default airports. :( Kind of disappointed since I don't fly at any default airports.

If effects aren't working on a specific scenery, doesn't mean our product does not work on any other scenery.
