Make sure you run the OP's Centre as Administrator ( Right Click and select" Run As Administrator") that hopefully will help.

Never had a problem with FSX. This is with pd3 v3.

The two sims are not the same, and if you have P3D installed in the Program Files folder, then you absolutely need to run the OC as an administrator.
