You can think of it as the pilot or co-pilot speaking to ATC for the flight.  The selected phrase is spoken and ATC recognizes it as speech from the pilot/co-pilot and responds accordingly.

It is not an automated copilot function that handles the radios for you.  You must press the SayIt button to speak the auto-generated phrases in response to ATC.  Or, if you want to make a request or report, you must select the phrase from the drop-downs and then press the SayIt button.
