What do *CVX.bgl and *PLC.bgl files usually contain functionality-wise?

CVX is usually a terrain file, exclusions and ground polys for example.  My guess fir PLC is it is a placement bgl, basically a list of object GUIDs and the xyz coordinates for placement in the scenery.
