Windows 10 64, When I open PMDG Operations Center, Aircraft Specific Settings do not appear under the NGX. However, they do as well as sound options for the 777. Is this intended with the most recent updates?

I believe they are phasing out the aircraft specific settings in the OC.  They are all available in the PMDG Options menus within the specific aircraft.

How do I access this? In the PMDG folder inside of the main FSX directory?

I just found it...in the FMC. I actually like it better like that. I'm new to Windows 10, lol I was afraid my anti-virus or Windows Defender didn't like OC.
