I am just wondering what you recommend. 

Should I buy Precipit FX (9$) or ENVTEX (21€)?

As Vic said, these are completely different programs. But anyway... imho the new (precipitation) effects of P3D v4 are fine enough so I stopped using PrecipitFX FX altogether. I still do use ENVTEX skies though. I don’t use the rest of it (I use Sky Force for clouds) but it does come with water texture, runways, clouds, and so on. I would get ENVTEX because it will make a bigger and more noticeable change to your sim. But I don’t know why you are choosing between those two so I don’t really know if my advice is useful.

I would honestly suggest getting PTA over ENVTEX. Only major thing is you will have to make more changes yourself with PTA over envtex. But with those changes, you get get it looking exactly how you want it. I would only get precipfx for the contrails (unless you want to purchase individual aircraft effects also). The default v4 rain, like mentioned above is fine. They haven’t really updated anything in precipfx in a while and according to their forum, they don’t plan to. But it is hard to compare the two because they don’t do the same thing.

PTA is like Envshade not Envtex. Totally different program. For the op - either PrecipitFX or Envtex would be the way to go.

I wouldn't want to be without the improved rain effect in Envtex.

The snow effect in the latest version of P3D is a truly beautiful improvement from previous versions but that is unfortunately not the case with the rain effect where Envtex steps in addressing that.

I used PrecipitFX in the past but not anymore. Envtex in combination with URP is an excellent combo IMO.
