I would guess that SPNGE is just an intersection, not a departure procedure. Departure and arrival procedures usually have a number associated with them, for example, SWANN3 out of BWI.

Dave is right.That's just an intersection.All departures/arrivals have a number 1-9 associated with them ( NAVAID + number, where the NAVAID is usually the 'common' intersecting point in the arrival ).
