Is the upgrade to the current version a free update? Does it support P3D v4.2?

Yes and Yes if you have the correct version of FSUIPC.

At some point there was a problem that Pete Dowson was going to fix to make the latest version of FSUIPC work with v4.2. I assume that's been done.
