Yes, direct die contact. Some CPU's have direct die mounting frames available for them. Again though, the reduction in temperature isn't huge. Usually just a few degrees, so not worth the effort and risk. Die can be cracked. It's only super serious competitive overclockers looking for one or two degrees drop in temp that bother. 

Earlier you mentioned chilling the water. Yes, chillers are available. see Robs topic. 

 

   Hummm, unless Rob adopts me as a favorite family member and supports me financially, 😂🤣 I don't think i could do that. That's some serious money involved for all this.

Another Idea:  (If you steal it make sure you give me 80% of the deeds). lol

How about if Motherboard manufactures start building motherboards with built-in heatsinks ? 

Or, how about dual built-in heat-sink linked to a liquid cooling system?  (wow, I'm full of ideas, huh?)  Hey if I were rich like MSI, EVGA, ASUS, etc.etc.. I would try this. I bet temps would drop an average 30-40 degrees....or I am I just dreaming too big? 

They do... for the VRM's. And they do have motherboards that can be connected to a custom loop. You must have seen them.

Obviously not the CPU though. A water cooling block that came with the board is no different to one bought with an AIO or for a custom loop.
