No, no UT live as I use MTX. Besides, during the problem, I turned down AI to 0 to see what the effect would be, surprisingly the frames stayed exactly where they were at about 15! They never got back above 15 even after returning the AI slider to it's previous position of 28!

What can sometimes happen is a USB device being used by the simulator (could be a Yoke, throttle, GFModule, Saitek Module, keyboard, mouse, etc.) will rapidly go Online/Offline (connection/no connection) and stay in a cycle of On/Off/On/Off... this can sometimes create pauses in P3D or stutters.  Or a wireless keyboard and/or mouse running low on power or getting some interference cause also trigger On/Off hysteria.  An easy test is to use hard wired keyboard/mouse and unplug all your other USB devices, then run the same test scenario.

But like I suggested lots of possibilities for the source of the issue, this is just one of many.  You might also want to enable scenery and content logging in P3D, see you find anything serious in those logs (unfortunately you may find a lot of entries from sloppy add-ons and/or even some default content provided by add-on companies).  The issue with content logging is that it stops at 999 ... so may never see the cause until you get all the other errors corrected (most of the content errors I see are just left over FSX usage ... flagged as a problem in P3D but FSX doesn't care).  You can also turn on SimConnect logging (verbose) and see if you can spot anything there.

The USB device causing stutters comes from my own experience, I've had USB device go into a sorta "delayed" response mode ... and it can "shift", not always the same device.  For example my Yoko Yoke would something go into this "delayed" response mode.  I would bring up controller dialog in Win10 and check it's axis motions and it was clearly operating with a huge delay/latency to my physical inputs.  For my case, it was most definitely a USB power issue where the device isn't getting sufficient power and data is being lost.

When this happens the results in my simulators are long pauses and sudden drops in FPS and stutters.  Solution for me was to plug the device into another USB port on a different controller. 

Working with these Flight Simulators is a humbling experience even for those with a lot of experience and technical knowledge ... given the complexity and number of add-ons and how they all need to operate in harmony to provide a trouble free simulated experience, I'm surprised so many users are able to make it all work but also not surprised there are many issues that arise ... AVSIM can be a great place to get those issues resolved, lots of knowledgeable folks here and various helpful guides.

FYI Rob, I have actually discovered the culprit is almost 100% a faulty USB HUB. I ran some tests on a hub that proved to be an intermittent fault that was difficult to pin down. So yes, it looks like your theory about the USB port has proved to be correct 😊 Thanks again.

From your prior description that sounded like what the problem could be ... have you tested with a new USB hub?

Sure, I tested the hub on my office machine and it is clearly wonky! I've just ordered a replacement. 😊
