Is there an X-Plane equivalent of P3D's Aircraft.cfg file where you can go in & edit parameters??

Planemaker (found in the root X-Plane folder).  You can also open the acf file in any text editor you want and make modifications.  Just make sure you back up the original.

Not that I know of, off hand or I don't know the file or files needed. From what I understand parameters changes are usually done by loading up that particular aircraft  in Plane Maker and making the change there. I had only done once or twice when it was necessary to make a change base on some information. But it has been a while since then.

If I wanted to reduce elevator throw, which approach is easiest for a novice tweaker?

Planemaker.  Go into "Control Geometry" and make ur adjustments.
